Ah...well it's definitely more about the dead, maybe less about the witches. In some cultures they celebrate the deceased and their spirits. Our version of Halloween probably has many different aspects of the various traditions, but witches and the like were associated with the dead and paganism, so that's probably how that was brought in with association.
